Conspiracy Theories
That brazen statement was reportedly made by Mr. Joseph Magandazi, Chairman of the Boston chapter of the Forum for Democratic Change (FDC) in Massachusetts, USA. Magandazi is a senior police officer who sought greener pastures in the USA before finding reasons to graze there forever.
And a noted Ugandan researcher and analyst, Timothy Kalyegira remains convinced that government bombed its own people to get relief aid from Europe and the USA.
Kalyegira alleges that, "a top source in the Ugandan army speculates that the bombs were set off in order to justify seeking more money and equipment from the United States. For example, it had originally been planned that the Ange Noir discotheque near Kampala's
Industrial Area would be bombed. However, the idea was dropped, according to leaked intelligence information, because many ministers, army officers and their children frequent this night club." He sounded very disappointed that Ange Noir was spared!
Magandaazi
In Boston, Mr. Magandazi's statement that Museveni was the bomber immediately poured cold water on the festive mood that had prevailed during a bash to say farewell to Rev. Fr. Sebitalo who has just completed his studies.
The venue was the home of Ben and Harriet Kasozi on Plot 146 Webster Street, Malden-Massachusetts on 11th July, 2010.
Magandazi was reacting to distressing reports of the serial bombing in Kampala that claimed scores of lives and maimed many more. Even Magandazi's closet buddies were shocked by his statement, at a time when Ugandans attending Fr. Sebitalo's farewell party had closed ranks to mourn the disaster as one people.
Brandishing a bottle of Uganda Waragi, Mr. Magandazi who reportedly works as a nurse at a mental health institution accused President Museveni of having planted the bombs himself. He repeated, "Don't you see that the explosions were not in Ankole? Those bombs were planted by Museveni!"
Angry Reaction
Unlike on other occasions where anti-Museveni feeling usually runs high, a cold silence descended on the revelers, who could not immediately comprehend why the disaster was becoming a political rallying point. Distinguished guests included Fr. Simon Peter Kawooya, Fr. Kayondo from Bikira in Rakai and prominent Roman Catholics from all over Boston.
But one infuriated reveler had to be restrained from physically taking on Magandazi. Only identified as Segawa of Malden, he told Magandazi that people were getting fed up with his habit of politicising every disaster at home and that he was probably losing his sanity.
He challenged, "You were a top policeman in Museveni’s government; how many people did you murder and how much in bribes did you collect before relocating here? Tell us who persecuted you into coming here." Eventually the said Segawa was restrained and peace returned to the bash.
Kalyegira & FBI
As the Ugandans in America were speculating on who MUST HAVE bombed our people rather than who ACTUALLY bombed, Mr. Kalyegira was floating very intriguing postulations about the disaster. His articles on the subject are on his UGANDA RECORD site.
"As 'The Uganda Record' has insisted from the beginning, the investigations are very likely going to uncover the fact that it was not Al-Shabab that carried out the attacks and very likely bomb splinters and other pieces of evidence will point to the same kind of ammunition used by the Ugandan army." According to Mr. Kalyegira, the bombings were simply a publicity stunt by President Yoweri Museveni and his son Lt. Col. Muhozi Kainerugaba.
If true, it was a very expensive publicity stunt indeed. And Kalyegira's internet postings have ignited a discussion on whether he should not have his head examined. Those proposing 'Butabika' may be NRM government sycophants although some sign off under names intimately associated with the opposition.
Kalyegira has also written to the FBI and advised them on how to pin President Museveni on the killings. He wants them to interrogate the president and other officials with a lie-detector. Mr. Kalyegira also agrees with Mr. Magandazi that the targets selected indicate that it was Museveni who bombed.
He writes; "Ask President Museveni to explain why his bitter and vicious enemies, in their acts of sabotage and terrorism intended to undermine Museveni, prefer to avoid damaging any of his properties and concentrate on attacking ordinary Ugandans in ordinary venues like bars, sports clubs and restaurants."
Kalyegira targets
Kalyegira even expresses disappointment with the targets selected by the terrorists and points to them the areas on which they should concentrate their bombs in future. He qualifies the legitimacy of the targets he has listed because according to him, they belong to President Museveni and his son Col. Muhozi.
He also wonders why Muhozi visited Rugby Club days before the disaster and hints that he was scouting the area prior to the bombings. FBI should answer him at the end.
In short, Kalyegira can only hold Al-Shabab responsible if the following sites are bombed since to him they belong to Museveni:-
"Garden City, the Nakumatt complex, Umeme electricity company, Speke Resort Munyonyo, Imperial Royale Hotel, Imperial Botanical Beach Hotel, Imperial Resort Beach Hotel, Roofings Ltd. along the Entebbe-Kampala highway, the J&M Airport Hotel along the same Entebbe-Kampala highway, the Sameer Dairy corporation, and others…"
To these he adds Serena Hotel and Crested Towers as the best places to bomb.
So generous is Kalyegira that he even tells potential terrorists where these targets are located in order to avoid possible mistakes!
Do not forget his earlier statement that the terrorists had planned to bomb Ange Noir discotheque until they apparently discovered that it was frequented by NRM bigwigs and their children. He is saying that the NRM government which planned the bombings had forgotten where its bigwigs go to have fun and only remembered at the last moment!!!!!!
Gather to Kill?
Kalyegira also gives a long list of state officials who should have accompanied the President as he inspected the terror sites. These include personalities very few Ugandans have ever seen in public, but this particular item seems to have been designed for those outside Uganda.
He would have been happy to see Museveni with Defence Minister, Crispus Kiyonga, Security Minister, Amama Mbabazi, CDF, Gen. Aronda Nyakirima, Commander Land Forces, Lt. Gen. Edward Katumba Wamala and the Coordinator of the intelligence services, Gen. David Tinyefuza and CMI, Brig. James Mugira. In addition are ISO and ESO chiefs. I do not think there are 1,000 ordinary Ugandans who can positively identify ISO's Dr. Amos Mukumbi or ESO's Robert Masolo.
Did Mr. Kalyegira want these top security gurus publicly paraded in order to be properly identified as the next targets? By the way he seems to have wanted the entire cabinet and military brass to accompany the president, perhaps to eliminate the whole lot in a single explosion. Would I be wrong to speculate that way?
