Two individuals have been remanded to Luzira Prison by the Kampala Capital City Authority (KCCA) City Hall Court over charges related to the unauthorised possession of examination materials, an offence under the Uganda National Examinations Board (UNEB) Act.

The accused, Hillary Abaasabyona, aged 27, of Kakika Cell in Kakika Ward, North Division, Mbarara City, and Rinet Tusubira, aged 24, of Muyenga Zone in Buwenge Town Council, Jinja District were arraigned before Senior Principal Grade One Magistrate Nicholas Aisu.

They face three counts: forgery, offences involving official stamps as defined by the Penal Code Act, and conspiracy to commit a felony.

Prosecution claims that in October 2025, Tusubira was discovered in illegal possession of UNEB examination materials. It is alleged that he knowingly had control of the content with the intent to use it, contravening the UNEB Act.

Further allegations suggest that between November 2024 and October 2025, Abaasabyona forged multiple official documents. These included university transcripts, UACE examination papers, identity cards, certificates, and security seals from institutions such as Kyambogo University, Makerere University, and Bishop Stuart University.

In addition, it is alleged that both accused conspired in June 2025 to fabricate a Kyambogo University Grade III Teacher’s Certificate and an examination result slip bearing Tusubira’s name, indicating a coordinated effort to falsify academic documents.

While Tusubira pleaded guilty to the charges, Abaasabyona denied all allegations.

However, State Attorney Mercy Yamangusho informed the court that she was not yet prepared with the brief facts explaining the circumstances of the offences and requested more time.

As a result, Magistrate Aisu ordered the remand of both individuals to Luzira Prison until October 17, 2025. On that date, the prosecution is expected to present the summary of facts before a conviction is considered for Tusubira.

This development occurred just hours after UNEB officially began the nationwide administration of the Uganda Certificate of Education (UCE) Senior Four examinations.
