
The Uganda Civil Aviation Authority (UCAA), together with the Directorate of Citizenship and Immigration Control (DCIC), conducted a comprehensive training session on Thursday, 26 February 2026, aimed at strengthening the capacity of airline operators, ground handlers, security personnel, and UCAA staff to detect and prevent travel document fraud. Held at the UCAA Head Office, the program focused on equipping participants with practical skills to identify fraudulent passports and other travel documents while fostering collaboration among aviation stakeholders.
Mr. Christopher Kasozi, Manager of Economic Regulation at UCAA, delivered the welcome remarks on behalf of the Director of Safety, Security, and Economic Regulation. He emphasized that the training aligns with Standard 3.33 of Annex 9 – Facilitation under the Chicago Convention, which Uganda has domesticated through its National Air Transport Facilitation Programme. DCIC plays a critical role in assisting airline operators in evaluating travel documents to ensure passenger safety and prevent fraud. This initiative is part of Uganda’s adherence to the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA), under which the country was found compliant during the 2024 audit using Protocol Question 9.040.
The training was officially opened by Mr. Macellino Bwesigye, Assistant Commissioner for Border and Foreign Nationals Management at DCIC, who highlighted its core objectives: raising awareness of fraud risks in aviation, providing tools for effective fraud detection, promoting proactive risk management, enhancing stakeholder collaboration, and sharing best practices for identifying suspicious activities. Over 60 participants attended, engaging in practical discussions on security features in Ugandan passports, evaluating other travel documents, and applying passenger profiling techniques to prevent fraud.
This initiative reinforces Uganda’s commitment to aviation security and proactive fraud management while ensuring compliance with international standards, supporting safer air travel across the region.
