
Uganda’s Parliament has approved Supplementary Expenditure Schedule No. 5 for the Financial Year 2025/26 amounting to Shs 1,105.16 billion.
The supplementary budget, presented by the Minister of State for General Duties Henry Musasizi, will be financed largely through Reallocation efficiency in budget execution and cash management, which account for Shs 985.8 billion. Additional funding sources include Shs 72.9 billion in external financing, Shs 40.21 billion from budget reallocation, and Shs 6.25 billion from additional non-tax or local revenue.
According to the approved schedule, the supplementary expenditure within 3% is Shs 519 billion while that above 3% is Shs 586.16 billion.
A notable portion of the funds, Shs 56.95 billion, has been allocated to facilitate LC1, LC2 and Women Council Committee elections across the country, as directed by Cabinet. In preparation for continental sports hosting, Shs 29.57 billion has been earmarked for AFCON 2027 activities.
The Uganda Police Force will receive Shs 132.9 billion to clear outstanding obligations. Meanwhile, Shs 72.9 billion will support the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) project through additional World Bank disbursement.
The health sector is set to benefit from Shs 40.21 billion reallocated to cater for wages for newly recruited health workers in 19 regional referral hospitals. In the education sector, Shs 23.21 billion has been provided as counterpart funding for wages to operationalize newly constructed schools under the UGIFT program.
Government has also allocated Shs 107.52 billion to address wage, pension and gratuity shortfalls, ensuring continuity in public service compensation. Other Ministries, Departments and Agencies have also received allocations under the supplementary schedule to address emerging priorities and funding gaps.
The approval reflects ongoing fiscal adjustments aimed at addressing critical obligations, supporting service delivery, and financing key national priorities within the 2025/26 financial year.
