Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba has commended 222 retiring Uganda Peoples' Defence Forces (UPDF) senior officers for their sacrifice, discipline and dedicated service, saying they helped lay a strong foundation for the continued transformation of the military.

Gen Kainerugaba made the remarks at the UPDF Joint Services Headquarters in Mbuya during the official retirement ceremony for Batch 16, comprising Colonels, Lieutenant Colonels and Majors.

The CDF said the UPDF's development from its historical origins in the liberation struggle into a professional defence force has been supported by the commitment and leadership of officers such as those retiring. "These achievements rest on the foundation laid by committed officers, such as those we honor today."

Gen Kainerugaba said the UPDF must continue adapting to an increasingly complex security environment by strengthening its technological capabilities, innovation, joint operations and readiness.

He noted that the force has expanded beyond conventional warfare to address emerging challenges, including terrorism, cybercrime and climate-related disasters. “From its origin in the liberation struggle, our force has grown into one of the most professional militaries on the African continent. We must continue modernizing our force, embracing innovation, strengthening joint operations, and maintaining the highest standards of discipline, accountability, and readiness.”

Addressing the retiring officers, Gen Kainerugaba urged them to regard retirement not as an end to national service but as a new opportunity to contribute to their communities and country.

He encouraged the former officers to use their experience and leadership skills to mentor younger people, promote peace and support local development. "I encourage you to see this not as the end of service, but as a new phase in your contributions to the country."

The CDF also urged the retirees to remain ambassadors of patriotism, discipline and national unity.

He separately advised the officers to manage their retirement benefits carefully as they transition into civilian life. “I encourage you to use your retirement benefits wisely, plan carefully, invest prudently, and maintain financial discipline.”

Gen Kainerugaba also recognized the support of the Government of Uganda and Commander-in-Chief President Yoweri Kaguta Museveni in the development of the country's defence force.

He described the government's commitment as important to building a modern, professional and capable military.

"Permit me also to recognize the Government of Uganda under the able leadership of His Excellency President Yoweri Kaguta Museveni, Commander-in-Chief of the Armed Forces, for its steadfast commitment to building a modern, professional, and capable defense force."

The CDF also paid tribute to the families of the retiring officers, acknowledging the sacrifices made by spouses, children and extended family members during the officers' years of service.

He said military service often involves long periods away from home, difficult assignments and constant readiness. “Today this honor belongs to them as well.”

Speaking on behalf of the retiring officers, the most senior retiree, Col. Kajungu Rutiinampora, thanked the Commander-in-Chief, the CDF and the wider UPDF leadership for what he described as the peace and stability attained across Uganda, the region and Africa under their leadership.

He also commended the military command for efforts to improve the welfare of soldiers and their families.

Col. Rutiinampora pledged that the retirees would continue serving as ambassadors of the UPDF through civil-military cooperation in their communities.

He further thanked fellow officers and junior personnel, saying teamwork had contributed to strengthening unity and cohesion within the force.

UPDF leadership bids farewell to retirees

After the formal ceremony, Gen Kainerugaba joined senior UPDF commanders at the exit of the Mbuya headquarters to bid farewell to the outgoing officers.

Those present included Deputy CDF Lt Gen Sam Okiding, Commander Air Force Lt Gen Charles Okidi, Commander Special Forces Command (SFC) Maj Gen Asaph Mwetesie and other senior generals.

The retiring officers then marched through the UPDF headquarters gates, marking the end of their active military service.

The retirees emotionally waved to Gen Kainerugaba and the senior commanders as they departed the headquarters for civilian life.
