The Government of Uganda has undertaken significant leadership changes at the Uganda Electricity Distribution Company Limited (UEDCL), following a governance review initiated by the Ministry of Energy and Mineral Development.

In an official press release, the Ministry announced changes affecting the top management and board of the electricity distribution company.

The statement read: "The Ministry of Energy and Mineral Development wishes to inform the public and stakeholders that the Government has undertaken review of the Management at the Uganda Electricity Distribution Company Limited (UEDCL)."

It further added: "In this regard, the services of the Chairperson of the Board have been terminated, and the Managing Director has been placed on forced leave to allow for a comprehensive review of the Company's governance and management."

The outgoing Chairperson is Ms Lydia Ochieng-Obbo and the Managing Director is Mr. Paul Mwesigwa. 

To ensure continuity of operations, interim leadership arrangements have been put in place.  The statement further read, "To ensure continuity of operations and stability in service delivery, the Shareholders have appointed an Interim Board Chairperson, Ms Stella-Marie Biwaga Cingtho. The Board has, in turn appointed an Acting Managing Director to oversee the operations of UEDCL during this transition period. These interim arrangements will remain in place until the vacant positions are substantively filled."

The Ministry emphasized that the changes are part of broader governance oversight measures aimed at improving institutional performance. "The Ministry emphasises that these actions are part of routine governance and oversight procedures aimed at strengthening institutional performance, accountability, and service delivery within the energy sector. The public and all stakeholders are hereby assured that electricity supply and distribution services will continue uninterrupted during this period."

The statement concluded with an assurance of commitment to improving governance within the energy sector. "The Ministry appreciates the understanding and cooperation of all stakeholders as the Government works to strengthen governance and operational effectiveness at UEDCL."

The announcement, signed by Hon. Can. Dr. Ruth Nankabirwa Ssentamu, Minister for Energy and Mineral Development, signals a temporary but significant restructuring at one of Uganda’s key electricity distribution institutions as the government moves to reinforce accountability and service delivery.
