The Anti-Corruption Division of the High Court has scheduled September 9, 2026, to deliver its ruling on the bail applications filed by seven senior Parliament officials who are on remand at Luzira Prison over corruption-related charges.

The officials are Chris Obore, Director of Communications and Public Affairs; Adilo Daniel, Director of Human Resource; Rajab Kaaya Ssemalulu, Principal Research Officer; Okwi Emmanuel Emuron, Principal Protocol Officer; Otebata Vincent, Capacity Development Officer; Okema Leonard, Executive Secretary in the Office of the Speaker; and Murebe Methods, Chief Executive Officer of the Parliament of Uganda Cooperative Savings and Credit Society Ltd (SACCO).

The matter came before Justice Michael Elubu, who issued a timetable to guide the hearing and determination of the bail applications.

During the proceedings, Chris Obore, Adilo Daniel, Rajab Kaaya Ssemalulu and Murebe Methods successfully presented their sureties together with the required supporting documents for their bail applications.

However, the court found the documents submitted by Okwi Emmanuel Emuron, Otebata Vincent and Okema Leonard to be deficient. The three applicants opted to file fresh bail applications and were directed to do so on August 6, 2026.

Justice Elubu also directed all applicants to file their written submissions in support of their bail applications by August 7, 2026.

The Inspectorate of Government is expected to file its responses by August 14, 2026, after which the applicants will have until August 19, 2026, to submit rejoinders addressing issues raised by the prosecution.

After receiving all written submissions, the court will deliver a consolidated ruling on all seven bail applications on September 9, 2026.

Meanwhile, Stella Itute, an Office Supervisor in the Office of the Sergeant-at-Arms who was jointly charged alongside the seven officials, remains at large.

The Inspectorate of Government was represented by Principal Inspectorate Officer Daisy Acio, together with Inspectorate Officers Jason Arinda, Pius Kaweesi and Raphael Kabuubi Pappali.

The Inspector General of Government, Lady Justice Naluzze Aisha Batala, recently directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict the seven senior Parliament officials pending the final determination of the criminal proceedings against them.
