The Permanent Secretary and Secretary to the Treasury (PSST), Dr. Ramathan Ggoobi, yesterday chaired the second High-Level Dialogue with private sector leaders and government agencies to discuss measures aimed at simplifying business implementation and improving the ease of doing business in Uganda.

The Ministry of Finance, Planning and Economic Development holds the quarterly dialogues to strengthen collaboration with the private sector and provide timely, actionable solutions that support government policies intended to drive private sector growth and contribute to Uganda's goal of achieving tenfold economic expansion.

During the meeting, Dr. Ggoobi tasked participants with discussing the high compliance burden and tax administration constraints affecting the ease of doing business. The issues had also been highlighted during the first High-Level Dialogue.

Private sector representatives raised concerns over the slow flow and management of government information, delays in implementation, compliance challenges, and the competence of some government officers. They urged government, particularly frontline agencies, to reduce bureaucracy, improve efficiency, strengthen government systems, and enhance the technical capacity of public officers.

Dr. Ggoobi emphasized the importance of supporting informal businesses to formalize, grow, and contribute to Uganda's economic development. He also said government is focused on improving business infrastructure, strengthening policy enforcement, increasing productivity in agriculture, and developing the tourism sector.
