
The Minister for Public Service, Hon. Muruli Mukasa, representing the Government of Uganda, on 1st April, 2026 officially launched the declaration of income, assets, and liabilities for public officers, and the User Guide to the Leadership Code Act, Cap. 33.
The one-month declaration exercise, ending 30th April 2026, is a key initiative to reinforce integrity, transparency, and accountability in Uganda’s public service. The User Guide is designed to make the Leadership Code Act more user friendly, clarifying the obligations of both leaders and the public.
Minister Muruli Mukasa emphasized that the declaration is a legal requirement, not an administrative burden, stating:
“When you declare your income, assets, and liabilities, you demonstrate honesty and accountability. It shows that you are a person of integrity and can confidently account for what you have without fear.”
The minister assured the Inspectorate of Government (IGG) of the government’s full support in enforcing the Leadership Code Act, highlighting the importance of a transparent and accountable public service.
Who Must Declare?
The declaration applies to public officers, defined as employees in Ministries, Departments, Agencies (MDAs), or Local Government (LG) whose salaries are paid by the government. Officers are required by law to declare their financial information every five years.
Ethics and Compliance
The Minister for Ethics and Integrity, Hon. Rose Lily Akello, commended the IGG for its commitment to ensure that ethical standards among Public Officers are upheld through declaration and urged all public officers to comply, warning that failure to declare could result in prosecution by the Leadership Code Tribunal.
Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, emphasized that the exercise is more than a statutory formality; it is a cornerstone of good governance. Public scrutiny encourages ethical behavior, discourages bribery, and promotes efficient, citizen-centered service delivery, the IGG said.
Roselyn Karugonjo, Chairperson of the Leadership Code Tribunal said, “We hope that the user Guide will bring about a renewed commitment to implement the Leadership Code Act, enhance access to Justice and equality and restore legitimacy and trust in our institutions.”
The declaration exercise is a major step in ensuring that accountability and integrity are upheld across Uganda’s public service, reminding officers that public office is a trust that must prioritize citizens’ interests.
Deadline: All public officers must complete their declarations by 30th April 2026.
