The Ministry of Works and Transport Uganda, has outlined procedures for vehicle registration, and digital number plate issuance.

The guidelines are intended to improve efficiency, reduce fraud, and to track vehicle status.

First-Time Registration for Imported Vehicles

Vehicle owners importing new vehicles into Uganda are required to follow a structured five-step process. This includes appointing a clearing agent through the Uganda revenue authority (URA) portal, declaring the vehicle and paying applicable taxes via the ASYCUDA system, completing customs clearance, and paying a fee of UGX 714,300 at the bank.

After payment, the vehicle must be presented for digital number plate fitment.

Authorities have emphasized that all payments should be made through official banking channels and warned against engaging middlemen or brokers.

Switching From old to Digital Number Plates

Motorists currently using old registration plates can upgrade to digital number plates. The cost for motor vehicles has been set at UGX 150,000, while motorcycles and tricycles will pay UGX 50,000.

Applications are processed through the URA online portal using a valid Tax Identification Number (TIN).

Replacement of Lost or Damaged Plates

In cases of lost or damaged digital number plates, applicants must present a police report and a vehicle inspection report.

The replacement process involves an application fee of UGX 49,000 and a vehicle/ motorcycle plate replacement fee of UGX 75,000.

Online Tracking of Applications

Applicants can monitor the status of their vehicle registration through the Motor Vehicle Registration (MVR) portal. The platform allows users to track progress at different stages, including clearing agents, URA processing, UNBS verification, and final approval by the ministry.

Fraud Prevention Measures

The ministry has issued a warning to the public regarding fraudulent individuals, particularly in areas such as Nakawa.

Members of the public are advised to avoid making payments to personal accounts or mobile money numbers and to verify staff identity of officials before engaging in any transactions.

Cases of fraud can be reported through the official hotline or email provided by the Ministry.

Simplified/ Quick Application Steps

The application process involves logging into the URA portal using a TIN, Choosing either; "Get digital number plate" or Onboard vehicle, downloading an assessment slip, making payment at a bank, and submitting required documents to the Motor Vehicle Registration office in Nakawa.
