
Gen Muhoozi Kainerugaba has appointed Kapchorwa-based legislator Fadil Twalla as the new Secretary General of the Patriotic League of Uganda (PLU), replacing Hon. David Kabanda, who has served in the position for the past three years.
The appointment was announced on Monday through Gen Muhoozi's official social media platforms, where he praised Kabanda's contribution to the organisation and expressed confidence in Twalla's ability to advance PLU's agenda.
"The new General Secretary of PLU is Hon. Fadil Twalla. I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his three years of excellent service. He set the standard high for the position," Muhoozi stated.
Twalla, the Member of Parliament for Tingey County in Kapchorwa District, takes over at a time when the Patriotic League of Uganda is undertaking broader leadership changes aimed at strengthening its organisational structures across the country.
Gen Muhoozi also directed PLU National Vice Chairperson Michael Nuwagira, popularly known as Toyota, to organise the official handover and takeover ceremony.
"The National Vice Chairperson of PLU, Mr Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil. All PLU Ministers and Members of Parliament must attend," he said.
The appointment comes as PLU prepares for a wider restructuring of its leadership. Muhoozi recently announced plans to appoint a new Central Committee in the coming months, saying the current team had successfully achieved its objectives and that new challenges required fresh leadership.
"In the next few months, I will appoint a new membership to the Central Committee of PLU. We achieved what we set out for with the previous team. The new challenges that face us need a fresh team," he posted.
Several senior figures are expected to remain part of the movement's leadership, including Michael Nuwagira, Edwin Karugire, Michael Mawanda and Andrew Mwenda.
Muhoozi also reiterated PLU's strategic alliance with the National Resistance Movement (NRM), emphasizing service delivery and grassroots engagement as key priorities for leaders associated with the movement.
According to him, PLU members serving in Cabinet and Parliament should actively monitor government programmes and maintain close contact with communities across the country.
The Patriotic League of Uganda has grown into a significant civic and political mobilisation movement, attracting support from youth groups and community organisers in different regions. The organisation has been involved in community outreach activities, civic engagement programmes and mobilisation campaigns aimed at promoting patriotism and citizen participation.
Reacting to Twalla's appointment, Minister of Local Government Balaam Barugahara Ateenyi described the legislator as a hardworking and dedicated cadre who is well positioned to take on the new responsibilities.
The transition from Kabanda to Twalla is expected to mark a new chapter for PLU as it seeks to consolidate its structures and expand its activities nationwide.
The leadership changes also come as Muhoozi outlines broader objectives for the movement, including supporting national development goals and strengthening engagement at grassroots level across the country.
