Finance Minister Henry Musasizi has presented a request to Parliament’s Committee on Finance, Planning and Economic Development seeking tax waivers for three entities facing financial and operational challenges.
The entities are Uganda Printing and Publishing Corporation (UPPC), City Harvest Electrical Installation Supply & Repairs Ltd, and the Diocese of Northern Uganda.
While presenting the request, Musasizi told the committee that the three entities had accumulated substantial tax arrears over time and were struggling to meet their tax obligations. He noted that the financial difficulties faced by some of the entities threatened their ability to sustain operations.
The minister explained that the entities had entered into memoranda of understanding with the Uganda Revenue Authority (URA) to settle their outstanding tax liabilities through installment payment arrangements. However, continued financial and operational constraints had made it difficult for them to comply with the agreed payment schedules.
According to Musasizi, delays and difficulties in recovering payments from clients, including government institutions, had affected the entities’ cash flow, limiting their ability to meet their tax obligations.
He appealed to the chairperson and members of the committee to give due consideration to the proposed tax waivers, saying the relief would provide the affected entities with an opportunity to recover financially, maintain their operations and continue contributing to the economy.
Musasizi also called for clear, transparent and well-defined criteria to guide the granting of tax waivers to struggling businesses and institutions with the potential to recover and operate sustainably.
He emphasized the need for a structured approach that balances tax compliance with support for viable enterprises, arguing that such a framework would help protect operations while supporting economic growth.
The minister noted that a clearly defined framework would ensure that tax relief is extended responsibly to deserving entities, particularly those whose recovery and continued operations could deliver wider economic and institutional benefits.
The request places the proposed tax waivers before the parliamentary committee for consideration. The presentation, as described in the source, does not establish that the waivers have been approved.
