The General Court Martial in Makindye has remanded Maj Gen James Mugabe Birungi until September 24, 2026, after his surety failed to appear in court to stand for him during his bail application.

The court, chaired by Brig Gen Richard Tukachungurwa, ordered that Maj Gen Birungi be held at the Makindye Military Police barracks detention facility until Thursday, September 24, when his bail application hearing is expected to continue.

Maj Gen Birungi has been appearing before the General Court Martial, which handles capital and disciplinary cases involving senior officers and other persons subject to military law.

The latest remand follows the failure of his surety to appear before the court. The development means Birungi will remain in custody as the military court continues consideration of his bail application.

In a related case before the same court, two civilians, Nsubuga Benjamin and Asiimwe Benson, were charged with unlawful wearing of army uniform and illegal possession of a firearm.

According to the UPDF, the two pleaded guilty to the charges and were sentenced to two years in prison. Nsubuga Benjamin will serve his sentence at Kitalya Prison, while Asiimwe Benson will serve his at Gulu Prison.

Brig Gen Tukachungurwa also presided over proceedings involving Ochan Robert Othieno, who is facing a charge of unlawful possession of military clothing.

Othieno was remanded to the Makindye detention centre until September 28, 2026, when he is expected to return to court.

The cases form part of ongoing proceedings before the General Court Martial in Makindye involving military personnel and civilians accused of offences under military law.
